ACMA has made a series of legislative instruments under the Telecommunications Act 1997 and the Telecommunications Numbering Plan 1997 to introduce the auction system. Follow the links below to the instruments:
This determination sets out the procedures for allocating 13, 1300 and 1800 numbers by ascending bid auction, including procedures for registering, applying and bidding in an auction. This determination sets out the procedures for allocating 13, 1300 and 1800 numbers to charities by sealed bid auction and also includes procedures for registering, applying and bidding in a sealed bid auction. This instrument finalises the new rules in the Telecommunications Numbering Plan 1997 relating to the rights of use Register, which will be maintained as a record of who holds the rights of use to a smartnumber®. This instrument introduced new rules to the Telecommunications Numbering Plan 1997 for administering and managing 13, 1300 and 1800 numbers allocated as a result of an auction under the determinations. This declaration makes an additional 1.2 million six-digit 13 numbers, 10-digit 1300 and 1800 numbers (as well as currently declared 13, 1300 and 1800 numbers) available for allocation by auction. This instrument provides for 13, 1300 and 1800 numbers to be available for allocation both by auction and under the continuing administrative allocation process. The directions bind carriage service providers by setting out the circumstances in which they may jointly apply for certain numbers.
